The question papers in two shifts can never be of the same difficulty level. Last year, as per the facts and circumstances of that time, this exam would have been conducted in two shifts, but the examination body should have considered making arrangements to conduct the exam in one shift."
The court rejected NBE's argument
The court rejected NBE's argument that there are not enough centers to conduct the exam in one shift and said, "We are not prepared to accept that in view of the technological advancement across the country and in this country, the examination body could not get enough centers to conduct the exam in one shift." Court directed NBE
The court said, "Conducting the examination in two shifts leads to arbitrariness. No two papers can ever be said to be of the same difficulty level or even if they are, there must be a difference between them. Normalization can be applied in exceptional cases, but it cannot be applied regularly every year. Take steps to conduct the examination in a single shift."
